Towards real-time, optimization-based transmission grid congestion management

Transmission system operation in Germany is increasingly challenged by high shares of variable renewable generation with associated forecast uncertainty, and a shift of market activity ever closer towards real-time. As a result, congestion patterns can change rapidly and are difficult to efficiently mitigate through remedial actions derived in operational planning alone. In this talk, we given an overview of the existing congestion management landscape in the German transmission system and the challenges it faces now and in the future. We present the congestion-relief potential of fast-acting, inverter-based resources and we discuss the possible role of real‑time grid optimization as a complement to existing operational practices. Finally, we provide an overview of possible solution approaches at the intersection of real‑time optimization and control.
